Over 170,000 TalkTalk customers’ personal details were stolen as a result of a succession of data breaches suffered by TalkTalk in 2014 and 2015. In thousands of these cases, this included the customers’ bank account details.

TalkTalk have been fined half a million pounds, by the Information Commissioner’s Office (“ICO”), for failing to have security measures in place to prevent these data breaches. 

BBC Watchdog investigation in 2019 found that the personal details of over 4,500 customers stolen in a data breach suffered by TalkTalk in 2015 was publicly available on the internet despite TalkTalk having previously told these customers that they had not been affected.

  • Received an email, letter or text from TalkTalk in November 2015 informing them that they had been affected by the October 2015 cyber-attack; 
  • Received an email, letter or text from TalkTalk in May 2019 informing them that they had been affected by the October 2015 cyber attack.

What happened in the TalkTalk data breaches?

TalkTalk are a major telecommunications company that provide TV, broadband, mobile and phone services to over 4 million customers.
 

2014 Data Breach

TalkTalk suffered a serious data breach in late 2014 after contractors in India gained unauthorised access to the personal information of up to 21,000 customers. This personal information included:
  • Names
  • Addresses
  • Telephone numbers
  • TalkTalk account numbers

TalkTalk were fined £100,000, by the ICO, for failing to have adequate security measures in place to prevent this breach. It is not clear whether TalkTalk specifically notified affected customers.
 

2015 Data breach

TalkTalk suffered a further, even more serious, data breach in October 2015. As a result of a cyber attack, criminals accessed the personal information of over 156,000 customers. The personal information stolen in the TalkTalk data breach of 2015 included:
  • Names
  • Addresses
  • Dates of birth
  • Telephone numbers
  • Email addresses
  • TalkTalk account numbers
Additionally in over 15,000 of these cases, the attackers had access to the customers’ bank account details and sort codes. TalkTalk contacted all their customers in November 2015 to confirm whether or not they had been affected.
 
TalkTalk were fined £400,000, by the ICO, for failing to have adequate security measures in place to prevent this breach.
 
In May 2019, following a detailed investigation, BBC Watchdog Live reported that the personal information of over 4,500 TalkTalk customers was publicly available on the internet. This included the customers’ names, addresses, dates of birth, phone numbers, email addresses and bank account details and sort codes. Following this investigation, TalkTalk contacted these customers in May 2019 saying that their personal information had in fact been taken as part of the cyber attack in October 2015 despite the customers being wrongly told in November 2015 that they had not been affected.

Effect of these data breaches

Many TalkTalk customers consider that they have been affected by the unauthorised disclosure of their personal information as a result of these data breaches.
 
Some TalkTalk customers have been scammed by fraudsters, pretending to be from TalkTalk. These criminals contacted the customers and gained their confidence by being able to quote their personal information, including their TalkTalk account number, they then took over customers’ computers and tricked them into transferring money out of their bank accounts.
 
Other TalkTalk customers have been victims of identity fraud with criminals taking money from their accounts by signing up to services, purchasing goods or setting up direct debits using the customers’ stolen personal details. In some instances, criminals have been able to take over their phone numbers and email addresses.
